Bakhtiyar Karaca Balakishiyev was born in 1957 in Amrallilar village of Khojavend region (in the territory of Nagorno Karabakh region) of Azerbaijan.
In 1976 he entered the Department of Philology of Baku State University.
In 1979 - 1982 he continued his education in the Faculty of Journalism of Moscow State University named after Lomonosov.
In 1982 – 1989 he worked as editor in State Press Committee.
During the period from 1989 till 2006 he worked in Azerbaijan State Television and Radio Programs Committee and occupied positions of editor, head of department and editor-in-chief. In 2006 he left his job in State Television and began to work with TRT and KHAZAR channels.
In 2010 – 2016 he worked as a chief of department in “Azerbaijan” Newspaper. During 2014-2015 he also served as a member of Working Group on Assessment of Losses in Karabakh Conflict under the Cabinet of Ministers of the Republic of Azerbaijan.
In 2016 - 2017 he was Deputy Director of Culture TV Channel in “Azerbaijan State TV and Radio Programs” CJSC.
On February 1, 2019 he was appointed to the position of Head of Department of Author Programs and Special Projects in “Azerbaijan State TV and Radio Programs” CJSC.
On March 12, 2019 the President of the Republic of Azerbaijan appointed him member of National Television and Radio Council for 6 years.
He was awarded to the Highest Media Prize and to the Presidential Pension. In 2010 he also awarded to “Taraggi” (Progress) Medal.
He is member of Azerbaijan Union of Writers. He is author of several books, articles, documentaries and so on.
He has 2 children.
