Nushiravan Maharramov was born in 1960 in Imishli Region of Azerbaijan. In 1982 he entered to the Department of History of Baku State University. In 1985 he was transferred to the Department of History of Moscow State University to continue his study. In 1988 he entered to postgraduate course of the Department of History of Moscow State University.
In 1992 he was granted academic degree Candidate of Historical Sciences just after he defended the Thesis on “Interparty struggle on national issue in Azerbaijan (1917-1918 years)”.
From 1992 he worked in Department of History of Ancient World and the Middle Ages of Baku State University as a lecturer and a senior lecturer.
From 1996 he worked as a senior reviewer and as a head of division in Socio-political Department of the Executive Body of the President of the Republic of Azerbaijan.
In 2003 by the Order of the President of the Republic of Azerbaijan he was appointed Member of National Television and Radio Council and then he was elected the Chairperson. In 2008 for the services in development of Azerbaijan television he was awarded to TARAGGI (Development) Medal.
On 23 January 2009 by the Order of the President of the Republic of Azerbaijan he was re-appointed Member of National Television and Radio Council and then re-elected the Chairperson.
He is married, has 3 children.
